MISSION STATEMENT: To assist ESU’s in providing leadership and support for schools to improve teaching and learning for all students.

GOAL: “Moving from Systems thinking to Systemic Action.” To build understanding of the connections/linkages between federal, state, and regional initiatives/programs at the local level in order to develop programs that improve learning for students with disabilities.

Membership surveys identified training needs in the following areas:
1. Identification of connections/linkages between
ILCD/SIP/Advanced ED Standards.

2. Increase knowledge of RtI processes and the role of Special
Education Directors in the implementation of the process at
the district level.

3. Identification of procedures/trainings that will assist districts
with RtI implementation plans.

4. Identification of research-based practices and implications for
IEP development

1. Mission—Establishing a “PLC”
The most promising strategy for sustained, substantive (school) improvement is building the capacity of (school) personnel to function as a professional learning community. Milbrae McLaughlin

7. ILCD -Monitoring
-Had open discussion regarding the changes in the ILCD process and the heavy emphasis on the monitoring with the file review. Make a request to NE: Nancy made a motion: ESPD requests a change in format for the file review training so all NDE and ESU/ILCD facilitators are in the same room hearing the same information. We will make a decision that we will all be there for the date they schedule. It will be a drop date and all will be there. ESPD will draft letter/invitation to Jeanne Heaston with carbon copy to Gary Sherman and Beth Wierda with this request.

8. Central Nebraska Rehab (formerly Grand Island Physical Therapy)
-John Street has taken a position with them. A very large organization with many contracts to districts. His job is to manage contracts with the districts. A lot of turn over in the staff and changes in assignments. John is trying to work with the ESU who have contracts and look at projected FTE per ESU and bill the ESU who bill the school districts. Wants to stream line and have a better handle on the caseload for staff. Nancy is requesting a sit down meeting with John and discuss all the in and outs. Ellen discussed the issues she had before with NDE and making sure we are correct with the final financial. Wants to make it look different and stream line so it is better for district and ultimately the children. Discussed changing the billing to separate the cover page for 0-2, 3-5, 5-21.

- Discussion of how to use our ESPD dollars. Will look into IEP facilitation training for each ESU. Train ESU staff person to be available to facilitate in other ESUs so as to provide non-biased meeting. Ellen uses information from prior trainings and has satisfied results with parents. This is a need for ESU directors to assist other ESUs and school districts to address mediation discussion. More documentation with/for parents prior to mediation necessary as is targeted in SPP Indicator 15 and 11, General Supervision and Indicator 1, Parent Involvement. Jane will research the cost of the trainings as the ESPD group has interest. This will likely be a summer training as it is a 4 day training.
- Behavior Doctor trainings will address mental health issues.
- Collaboration is emphasized in our grant by involvement in ESUPDO PLNs
